            One more reason Mary Knox must become District Attorney.

            On October 12, 2022, District Attorney Diana Becton gave a presentation regarding her office. The item was 1.3 on the City Council agenda. I asked hard questions involving her propensity to speak of social justice with her lips but act with privilege in her heart. The questions involved her home wedding reception during the height of the pandemic when such gatherings were prohibited. Also, I mentioned Joe Canciamilla’s serving a year jail sentence on home confinement at his luxury condominium of Kauai, Hawaii.

            Becton stated the wedding reception was for her family. She further said she had no part of Canciamilla’s sentence. As usual, Becton refused to take responsibility for her actions.

            Today, May 22, 2022, I created a copy of the portion of my questioning during the October 12, 2022 meeting. One has to proceed to the end of item 1.2 on the index of the video to see the entire presentation by Becton. Unfortunately, 1.3 did not appear in the indexing of the video; and I have asked City Manager Joshua McMurray to correct the discrepancy.

            The minutes of October 12, 2022, meeting contained Becton’s remarks. A copy of the minutes is below. The area highlighted in blue pertains to Becton’s comments. The section ends with then Vic-Mayor Pope thanking Becton for attending the meeting.

            Contra Costa County needs solid leadership in the District Attorney’s Office, which has been lacking for decades. Mary Knox must become Contra Costa County District Attorney. Diana Becton is not an honest person and should not continue in her position.

There needs to be a special acknowledgment of the Oakley Police Department’s commitment to social justice and social equity. Last Tuesday night, May 27, 2022, the Oakley City Council (CA) approved the MOU between the City of Oakley and the Oakley Police Department officers. The Oakley officers asked for and received a holiday for June 19. It is known as Emancipation Day. The day commemorates the Emancipation Proclamation arriving in Texas on June 19, 1865.

We remember the Emancipation Declaration was the document that President Abraham Lincoln signed, freeing all enslaved people in the Southern United States. The declaration’s signature date was April 16, 1862. The paper did not reach Texas until June 19, 1865. Texas was the last state to receive the declaration. The delay was common during those days of horseback riding communication throughout the country.

The day is celebrated extensively in the American Black community and culture. It became the day that slavery ended in the United States. The title of Juneteenth was attached to the date.

Please note that the Oakley Police Department asked for the holiday in the place of a floating holiday awarded to them previously.

I appreciate the men and women of the Oakley Police Department for commemorating Juneteenth as a holiday for the Oakley Police Department.

Oakley needs Mary Knox as District Attorney. On May 19, 2022, the Los Angeles Times reported that Anaheim officials were involved in a cabal. A cabal is where some city government officials, developers, and business people meet in secret (as a select group) to divide a city for certain people to profit. Fortunately, the FBI is investigating the fraudulent action.

The scenario reminds me of Bryan Montgomery. I think he operated the City of Oakley in such a fashion. Montgomery brought us Dean Capelletti as chief of police. Capeletti immediately embarked on a course of action that harassed the employees of the City of Oakley. He eventually disgraced himself with his behavior.

Involving people in secret schemes relating to Oakley’s business demands investigation. The city discovered that Montgomery failed to take proper actions with the developers on the Northeast side of Oakley, causing a loss of over 26 million dollars in the process. The majority of residents believe Montgomery had an illicit affair with Nancy Marquez, the assistant to the city manager, which clouded Montgomery’s judgment.

Mary Knox, I believe, will conduct such an investigation if elected Contra Costa County District Attorney. It is evident that Diana Becton perceived Montgomery as a privileged person and failed to carry out her responsibilities to investigate public fraud that may have existed. The Rev. Alvin Bernstine, pastor of the Bethlehem Missionary Baptist Church of Richmond, CA, and husband of Contra Costa County District Attorney Diana Becton, hired convicted pedophile and registered sex offender Jesse Armstrong to be choir director of the church. No surprise that Armstrong was arrested for sexual misconduct with a fourteen-year-old member of the church’s choir. Armstrong is now serving a two-and-one-half-year jail sentence in the California state prison system for the offense.

Contra Costa County residents now have a DA who is supposed to protect children from sexual predators. Instead, she maintains a dangerous conflict of interest with a man who has demonstrated a lack of responsibility for the sexual safety of children. Do we know how many other children have been molested at the church with DA Becton sweeping the incidents “under the rug?”

We must elect Mary Knox Contra Costa County District Attorney on June 7th if we want to protect our children!! A URL to a copy of the situation from the East Bay Times is below.

The Oakley City Council, for tomorrow night (May 10, 2022), agenda contains an item (5.2) that would egregiously alter City Council minutes. The minutes would consist of a brief statement of how the vote went for an item. The minutes would replace the highly professional detailed notes that the City Clerk, Libby Vreonis, publishes.

The City Staff report indicates that there are videos of the meetings to which people can refer to ascertain the discourse the council pursued regarding a specific council action. Unfortunately, prior meeting videos have been removed and destroyed. The action occurred because the City is only required to retain videos for eighteen months. The new policy would allow for the loss of any formal record of meetings after eighteen months.

The approval of the item would negate the transparency the City has attempted to develop over the last two years. Recent events have established that during past years, the lack of transparency of the City Council and City Staff had an enormous negative impact on the City and City Hall staff. The City needs those detailed minutes.

A vote of no is required to ensure the ongoing development of transparency of the Oakley City government. Below is an article from the East Bay Times detailing one of the past events to which I refer.

Contra Costa County District Attorney Diana Becton exploits the marginalized for votes. Ms. Becton is infamous for refusing to prosecute criminal offenders. She is well known for searching for reasons not to prosecute criminal acts. The people who suffer most from this form of frivolity regarding crime are the marginalized members of our society—the marginalized live in high-crime areas and are more likely to become victims of crimes. Ms. Becton does little to protect them.

            Instead, she exploits their fears and anguish by focusing on prosecuting police officers working in Contra Costa County. She leaves no stone unturned in pursuit of persecuting the police in our communities. Yet, she assures herself and others privileges that she sees befit what she believes is her and their “station in life.” Ms. Becton plagiarized her application for District Attorney. Then she excused her nefarious action by saying, “it was a grammatical error.” Ms. Becton was married in her home backyard during the height of the pandemic. Thousands of other couples were forced to delay their wedding plans or be married virtually, but not “privileged Becton.”

            Perhaps the biggest insult to Contra Costa County residents was allowing disgraced former Contra Costa County Recorder Joseph Canciamilla to serve a one-year jail sentence in his luxury condo on Kaui. Canciamilla violated the trust of the county’s citizens by committing thirty-four felonies of using campaign funds for personal use. Canciamilla was sentenced to a year in county jail, but Ms. Becton acquiesced to Canciamilla serving his sentence under house arrest in Kaui.

A thank you to Contra Costa County Supervisor Diane Burgis. Supervisor Burgis and Contra Costa County Library Commissioner Claire Alaura (former Mayor of Oakley), and Friends of the Oakley Library Vice-President Arnold Fitzpatrick attended the Oakley City Council meeting on April 26, 2022. Supervisor Burgis addressed the issue of an Oakley Library. She has formed a Library Foundation to assist in funding libraries in Contra Costa. During the meeting, Supervisor Burgis worked with Council to establish a partnership to construct an Oakley Library, funded by resources other than a tax increase. I believe that is possible with her leadership and talents in addressing the issue.

            Also in attendance at the meeting, among many others, were Ms. Liz Fuller (no relationship), a retired Contra Costa Librarian and Oakley resident, and Angela Lowery of the Iron House Sanitation District.

            I need to acknowledge that Supervisor Burgis was instrumental in having Fire House Station 55, located in the Summer Lake area, constructed. In addition, she was a strong supporter of the East Contra County Fire Protection District, merging with the Contra Costa County Fire Protection District.

            A major concern exists in my perception regarding the library in Oakley. The downtown issue, including the library, is again causing us to lose focus on the highest priority needs of Oakley residents. The construction of the library was a part of the Montgomery plan for Oakley. The last election clearly indicated people were not enamored with Montgomery, or his plans for downtown Oakley. However, there are those who stand tall in defense of the Montgomery direction.

            Supervisor Diane Burgis has been a part of the Montgomery plan since its inception. Her support commenced when she sat of the Oakley City Council dais. She strongly supports the concept of building an Oakley Library on the County O’Hara Ave property, which will certainly be a cause for higher taxes to build. In my perception, it is the wrong location for the edifice. A better location would to put it in the location where a three hundred space parking lot is being built for the train platform.

            Supervisor Burgis supported the building of the parking lot. She also, because of her affiliation with the San Joaquin Joint Powers Authority (SJJPA) supports the train platform, which is now costing eight million dollars just to design. (SJJPA is responsible for placing the train platform in the middle of downtown.)

            However, Supervisor Burgis will not pay the county fair-share for the expansion of Bethel Island Rd or Cypress Rd. That expansion is being funded by the City of Oakley for the emergency benefit of Oakley Residents who reside in the Summer Lakes area. The road expansion will also ensure safety of Bethel Island residents, as well as other county residents in the area.

            Supervisor Burgis also will not consider funding an extension of Bethel Island Road to Delta Road, which would be another escape route in times of disaster for residents in the area. In addition, Supervisor Burgis is demanding 2.7 million dollars from the City of Oakley for the reconstruction of the Bethel Island Road bridge. I cannot find how this benefits Oakley residents, but the demand for such a payment exists.

            My thoughts we need to put aside these “dream things” and concentrate on the safety of residents on the East Side of Oakley. Following the completion on those safety necessities, which are needed yesterday, we can come back to studying the Montgomery concept of downtown. Supervisor Burgis could support us in those efforts also.

City Councilmember, City of Oakley

On March 20, 2022, the Mayor of Antioch, Lamar Thorpe, was arrested for Driving Under the Influence of Alcohol (DUI). The agency responsible for prosecuting the life-threatening transgression is the Contra Costa County District Attorney Diana Becton. Will she prosecute the case, highly unlikely.

Becton has repeatedly demonstrated she prefers to empower privilege. Examples of such are allowing Joe Canciamilla, former Contra Costa County Clerk-Recorder, to serve a sentence to jail for one year under “house arrest” in a luxury home by the ocean in Kauai. Mr. Canciamilla was convicted of nine counts of perjury and grand theft for the personal use of campaign funds, felonies in the State of California.

Another example is Becton having a lavish backyard wedding at her home during the Summer of 2020. The wedding was at the height of the Pandemic when such events were canceled, even in churches, because of COVID-19. Hundreds, if not thousands, of young couples in Contra Costa withdrew their wedding plans during this time or performed virtual ceremonies. Becton demonstrated she perceived herself as an elite and privileged, above the law regarding such restrictions. So, my thoughts are Becton will perceive Thorpe as an elite and privileged person and excuse his indiscretion.

Contra Costa County needs Mary Knox to be the new district attorney.

Laurel Plaza is on the City Council agenda again. This go-around is Quick Quack Car Wash – the one with the rubber yellow rubber ducky mascot. As with Mcdonald’s, I am opposed to such a business at the location. The car wash would be across from Laurel Elementary School. The traffic generated by the business would endanger children attending school at the site. The constant noise from the car wash would certainly impede daily instruction all day. The residents in the surrounding area would be forced to endure an ongoing noise situation for the remainder of the time they remained in their residences without moving. It does not fit the neighborhood, nor the goals of Oakley, so yes, I will vote no.
